Cannabis was first cultivated from 1400 to 2000 BC for its medicinal and psychoactive uses. In addition, the Cannabis sativa plant including hemp has been industrially harvested to supply the rope manufacturing industry since the American Revolution. Then the use of cannabis for medicinal purposes was brought to the attention of the medical community.

Sir William Osler, a founder of Johns Hopkins Hospital and the creator of residency programs for training medical students, was an advocate for cannabis. He passed away in 1919 but left a legacy as the Father of Modern Medicine. Osler tested the effects of cannabis on headache pain. However, he was unable to provide the research necessary to support this theory, to make cannabis a legitimized medicine.

Then in 1937, the Marijuana Tax Act was passed after the plant was starting to receive positive research as a medicinal plant. This act was against the use of cannabis for medicinal purposes. Instead, the Marijuana Tax Act would tax and regulate the use of hemp and cannabis. This act remained in place until 1969 when marijuana would be ruled a criminal drug. The result has been a complete ban against the research on the cannabis plant including its cannabinoids, namely THC or CBD.
